The Corporation may support projects under subchapter II in any country whose government has an agreement with the United States allowing that support. Claims from support under subchapter II or earlier authority can be settled or arbitrated if the parties agree, on terms the Corporation sets, and any settlement or arbitration payment is final. Contracts signed by officers the Board names are presumed to meet the law’s requirements. The Corporation must accept electronic documents and payments in all programs. Congress urges the Corporation to consult current employees before big reorganizations and to consider preference, experience, and, when relevant, seniority when reassigning staff.
