The Corporation must not give support under subchapter II to any government or government-run group if the Secretary of State has found that the government repeatedly backed international terrorism or has a steady pattern of serious human-rights abuses. The Corporation also must not take part in any project dealings that U.S. sanctions ban, including working with people on the Treasury Department’s Office of Foreign Assets Control list of specially designated or blocked people, unless the Secretary of the Treasury or the Secretary of State allows it. Anyone who gets support must certify they and any groups they control follow all U.S. sanctions laws.
