Bans exports of weapons, military services, and certain crime-control items from the United States to any part of the security forces under the Maduro regime in Venezuela. Covered items mean military defense equipment or services and certain dual-use items on the Commerce Control List that are controlled for crime control. Foreign person = anyone who is not a U.S. person. Person = an individual or organization. Security forces = the armed forces (including the national guard), intelligence service, national police, and the forensic/criminal investigations bureau. U.S. person = a U.S. citizen, a lawful permanent resident, or an entity organized under U.S. law (including foreign branches). Within 180 days after December 20, 2019, the Secretary of State, working with the Secretary of Commerce and other agencies as needed, must report whether any covered items were sent to those security forces since July 2017 without required permission and send that finding to the appropriate congressional committees. By the same deadline the Secretary of State must also give Congress a report listing all major transfers by foreign people since July 2017, all foreign parties that still have defense ties to those forces, and any known uses of those items to assault, intimidate, or kill political activists or other leaders, including Juan Guaidó. The rule ends on the earlier of three years after December 20, 2019, or the date the President certifies Venezuela has returned to a democratic government meeting Article 3 of the Inter‑American Democratic Charter (adopted September 11, 2001).
