The President, with key officials (for example, the Secretaries of State and Defense, the USAID Administrator, ambassadors, mission directors, and combatant commanders for countries chosen under section 9804), must implement, update, and coordinate the Global Fragility Strategy and country plans (sections 9803 and 9805). The strategy must guide senior U.S. policy and be put into government plans so federal agencies act consistently.
