If a federal agency will carry out a federal-aid project under an agreement with a State, the State can ask the Secretary to pay the federal share straight to that agency or can pay the agency itself to meet the State’s obligation. Once the agreement is signed, the Secretary may repay the State the estimated federal share using available funds; any overpayment shown on the State’s final bill must be recovered and returned to the same fund.
