The Secretary must allow using photogrammetric methods (making maps from photos) and hiring private companies for mapping work whenever practical. The Secretary must give guidance that pushes States to use private surveying and mapping services as much as possible. The guidance should say what State and private roles should be in four areas: making standards, doing research and sharing new tech, giving technical help and coordinating work, and finding ways to increase private-sector use. The Secretary must also set up a yearly check to see if each State follows the guidance.
