The Secretary must run a broad research and testing program for intelligent transportation systems. That includes developing and doing real-world tests of smart vehicles, smart road and traffic equipment, and other work needed to carry out this law. The program must give higher priority to seven kinds of projects, including ones that improve mobility and traffic operations, use cross-discipline approaches to reduce congestion, study weather effects (including cold), support intermodal and emergency/health uses, boost safety (including animal detection), or help integrate vehicle, infrastructure, and control technologies. The federal share for any project cannot be more than 80 percent.
