On October 1, 1987, the Secretary must give the District of Columbia, at no cost, all U.S. ownership of the land, buildings, and things needed for mental health and related services at Saint Elizabeths Hospital, except for any pieces the Secretary says by September 30, 1987 are needed for federal mental health programs. Earlier, on October 1, 1985, the Secretary already had to give the District the property known as lot 87, square 622 (901 First Street N.W., the J.B. Johnson Building and grounds), recorded in liber 154 at folio 149, also at no cost. By October 1, 1992, the Mayor must make and send a master plan for any Saint Elizabeths property not already given or kept. The Mayor must consult and let federal, regional, and local agencies review the plan. The Mayor must send the plan to the House Committee on the District of Columbia and the Senate Committees on Governmental Affairs and on Labor and Human Resources. Congress must approve the plan by passing a law within 2 years after it gets the plan. Once Congress approves, the Secretary must transfer those properties to the District, at no cost, under the approved plan. Oxon Cove Park and its buildings and related items, run by the National Park Service, will not be transferred.
