Title 24 › Chapter CHAPTER 7— - NATIONAL CEMETERIES › § 295a
Each January, the Secretary of Defense or someone he picks may send Congress recommendations about which memorials to build and which deceased members of the Armed Forces to entomb at the Arlington Memorial Amphitheater in Arlington National Cemetery, Virginia. No memorial may be built and no remains entombed there unless Congress specifically approves. If Congress approves a memorial, the Secretary of Defense (or his designee) must OK its type, design, and location.
