The rule will only take effect after the Secretary publishes in the Federal Register that three things have happened. First, under Laws of Minnesota 1984, chapter 539, Minnesota has made an agreement to transfer 10,000 acres inside the White Earth Reservation to the United States to hold in trust for the White Earth Band. The Secretary must confirm (or the Band must certify) that the land will be worth something useful to the Band, like for farming, recreation, forestry, business, housing, industry, or land consolidation. The land is accepted with existing roads, easements, and rights unless the Governor and Attorney General say they will abandon them. Second, Minnesota has set aside $500,000 for technical and computer help to carry out the settlement. Third, the United States has provided $6,600,000 for economic development for the White Earth Band. When the Secretary finally accepts the land, it will be treated as if it had been part of the White Earth Reservation from the date the reservation was first established, and it will be trust land for all purposes.
