Starting October 12, 1984, tribal funds can be advanced to Indian tribes each fiscal year for purposes chosen by the tribe’s leaders and approved by the Secretary. These advances can pay for tribe and member benefits; school costs for Indian children; buying land held in U.S. trust; leases; legal and contract fees; tribal pay, travel, and expenses (mileage and per diem not to exceed civilian rates); and relief, including cash grants.
