By July 1, 1968, the Secretary of the Interior must recommend to Congress a model code for courts that handle Indian offenses on reservations. The code must give people tried the same U.S. constitutional rights as if tried in federal court, make sure they are told their constitutional and any tribal rights, set judge qualifications, and provide judge training. The Secretary must consult Indians, tribes, and federal agencies.
