After September 30, 1985, the Bureau of Indian Affairs must not use appropriated funds (except trust funds) for general welfare payments, except for child welfare. Payments are barred if they are for nonessential needs someone could reasonably pay from available money or income, or if the person can get state welfare—unless the Interior Secretary determines payment is required under sections 6(b)(2), 6(i), or 9(b) of the Maine Indian Claims Settlement Act (25 U.S.C. 1725(b)(2), 1725(i), 1728(b)).
