On October 21, 1998, Indian tribes may change who gets general assistance or how much they get for otherwise eligible people in their service area, despite other laws. Changes must apply equally. Savings may fund tribal priorities. Any added federal cost from higher tribal payments must come from the tribal priority allocation.
