Require the Secretary to run a Community Health Representative Program that trains Indians as health paraprofessionals and uses them to give health care, health promotion, and disease prevention services in Indian communities. The program must give strong training, with a curriculum that mixes health theory and supervised hands-on work, plus lessons and practice in preventing disease and promoting healthy habits while addressing lifestyle issues like alcoholism, family problems, and poverty. The program must also offer continuing education, close supervision, regular review of representatives’ work, and support traditional tribal health practices consistent with Service standards.
