Summary

The Secretary can pay a retention bonus to a physician or nurse who works for the Public Health Service, either as a civilian or a commissioned officer, if they work in a hard-to-staff job on the approved list, the Service needs them, they have finished 3 years with the Service or finished any federal scholarship or loan service obligation, and they agree to stay at least 1 year. At least 25 percent of the bonuses each year must go to nurses beginning in fiscal year 1993. Bonuses can be higher for multiyear agreements but cannot exceed $25,000 per year. The full bonus is paid at the start of the agreed term. If someone leaves early for reasons that are their fault, they must repay the full bonus plus interest as set under section 1616a(l)(2)(B). The Secretary may also pay these bonuses to physicians or nurses who work for Indian Self-Determination Act contractors if the job is hard to fill and needed to provide care to Indians.
