The Secretary must lead a study with the Indian Health Service, tribal leaders, contract health providers, the IHS fiscal intermediary, and other experts to find why payments to private health providers who treat individual Indians are late and how to fix that. The study must identify administrative barriers to timely payment, check how delayed payments hurt the credit histories of individual Indians, and recommend better payment processes and consumer protections, including materials that explain patients’ rights and responsibilities. The study must also look at how current rules affect payment speed, measure financial and other burdens on patients and providers, review collection agency practices, suggest needed changes to Federal policies and regulations, and compare IHS payment processing with private insurance. A report describing the study and its findings must be sent to Congress no later than 12 months after October 29, 1992.
