The Secretary must make the Buy American Act rules apply to all purchases made with funds for this subchapter. The Secretary must also report to Congress how much was bought from foreign sources in fiscal years 1993 and 1994, and must separately show the dollar amounts for items where the Buy American rule was waived under the Trade Agreements Act of 1979 or other international agreements. If a court or federal agency finally finds someone knowingly labeled a product "Made in America" (or the same meaning) when it was not made in the U.S., that person cannot get any contract or subcontract paid with these funds and is ineligible under 48 C.F.R. §§9.400–9.409.
