The Secretary must set up a grant program to help tribes and tribal entities plan for tribally controlled colleges or universities. Grants can pay for work to develop a proposal to start such a school or to study whether one is needed. The Secretary must also write rules for applying and for how applications are reviewed. Each fiscal year, from the funds appropriated for this part (except money for section 1805), the Secretary must reserve enough money to award up to five grants of no more than $15,000 each. If fewer than five apply and are approved, the Secretary reserves money for each approved applicant.
