A tribally controlled college or university may use money from any private or tribal source to meet its required contribution. Real or personal property donated on or after October 30, 1990 can count toward that contribution at its fair market value, as the Secretary decides. If the school later sells that property, the money from the sale must be deposited under the contribution rules but cannot be counted again as a federal capital contribution.
