The Secretary must give each eligible tribally controlled college or university a federal capital contribution equal to two times the value of property or funds the school shows it has put under its control and can use as its own capital contribution. No school can get more than $750,000 in any one fiscal year. If the total money available is not enough to pay every school that full amount, each school's payment is cut by the same percentage so the shortfall is shared.
