Creates a coordinated effort to fight illegal drug traffic and the harmful effects of alcohol and drug abuse in Indian country. It tells federal agencies to focus and use existing programs and resources, including those in this law. It lets tribes create and run local prevention and treatment programs. It also allows changing or adding education, family and social, law enforcement, court, and health programs to support these goals.
