Defines key words used in the chapter. Agency means the local Bureau of Indian Affairs office that serves one or more tribes in a set geographic area. Youth means what a tribe’s Action Plan says, but for statistics it means someone 19 years old or younger or anyone in secondary school. Indian tribe means any tribe, band, nation, or organized Native group — including Alaska Native villages or corporations under the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.) — that the United States recognizes as eligible for special Indian programs. Prevention and treatment covers finding people at risk, stepping in to stop ongoing abuse, teaching and offering alternatives to prevent abuse, treating and helping people stop using, providing rehab in or out of facilities, giving follow-up counseling, and making referrals to other help. Service unit means an administrative unit inside the Indian Health Service, or a tribe or tribal organization running health programs with IHS funds under the Indian Self-Determination Act (25 U.S.C. 5321 et seq.), that delivers care to eligible Indians in a defined area. Urban Indian, Urban Center, and Urban Indian Organization have the same meanings as in section 1603.
