When they prepare the Memorandum of Agreement required by section 2411, the Secretary of the Interior, the Attorney General, and the Secretary of Health and Human Services must review four health-related areas: federal programs that give health services and benefits to Indian tribes (including mental health and alcohol and substance abuse treatment), tribal, State and local, and private health resources, where treatment facilities are or should be located, and how well public and private alcohol and substance abuse treatment programs that were operating on October 27, 1986, worked. They must give the review results to every Indian tribe as soon as possible so tribes can use the information to make or update a Tribal Action Plan.
