The Secretary of the Interior must create a Model Indian Juvenile Code that follows the Juvenile Justice and Delinquency Prevention Act of 1974 and covers alcohol- or drug-related cases of Indian youth handled by the Bureau of Indian Affairs or tribal police. The Secretary must work with Indian experts and tribes and give each tribe a copy when it is finished.
