People who are not full-blood Indians must have a license to live or trade in Indian country. Without a license they must give up their goods and pay $500. This does not apply to people dealing with the Choctaw, Cherokee, Chickasaw, Creek, or Seminole tribes. White clerks must be licensed by the Commissioner of Indian Affairs under rules of the Secretary of the Interior, unless working with those tribes.
