Allows reburial of human remains and cultural items on National Forest System land, including items returned under the Native American Graves Protection and Repatriation Act (25 U.S.C. 3001 et seq.). Keeps details about reburial sites private, and lets the Secretary of Agriculture allow Indians and Indian tribes access to forests for traditional uses, give forest products to tribes free for those uses, protect sensitive tribal information, and increase Forest Service support for tribal sovereignty, self-determination, and tribal religious and cultural practices (Public Law 95–341; 42 U.S.C. 1996).
