Secretary must create a Bureau of Indian Affairs program to fund tribal forestry and, with tribes with forests, make a formula to pick eligible tribes, set assistance levels, and divide funds. The formula must fund one professional forester (including fringe benefits and support costs) per eligible tribe and one extra forester or forest technician per assistance level. If funds are short, each level's funds must be split evenly among qualifying tribes.
