A tribe may use some federal funds to create jobs and help its people, if the activities fit a regional plan likely to succeed and match the program’s purpose. Regardless of other rules, the tribe can use whichever is larger: its local unemployment rate (up to 25%) or 10% of those funds. Funds must be federal and given by law or an agency formula.
