Provides money for tribal justice programs for fiscal years 2011 through 2015. It sets aside $7,000,000 each year for sections 3611 and 3612 (none of that may pay the Office’s administrative costs), $50,000,000 each year for section 3613, $500,000 each year for the Office’s administrative expenses, $500,000 each year for tribal judicial conference expenses, and an extra $400,000 for the survey under section 3612. These funds are not subject to the Indian priority system, and tribes may add money from other sources. The Secretary must divide the $7,000,000 fairly and in proportion to base support under section 3613. Federal agencies may not reduce other tribal justice funding because of these amounts.
