When someone agrees to do required work in exchange for financial help under this part, the Secretary must make rules to offer that person a job as the program requires. If a reasonable job offer is not made, the person no longer has to do the work. If the person refuses a reasonable offer, quits without good reason, or does not do the job, they must pay back the financial help. The payback is reduced for the time they already worked and includes interest figured as if the money were a loan at the highest legal rate set by the Secretary of the Treasury.
