Reservation superintendents may lease restricted allotments of deceased Indians — except for oil or gas mining — when no heirs or named inheritors are known, or when the heirs are known but the land is unused and they cannot agree on a lease within a three-month period because of many heirs, absence, or other cause. The Secretary of the Interior sets the rules, and lease income must be put into the estates or accounts of the rightful people according to their shares.
