The Secretary of the Interior must fairly reduce or cancel debts the United States charged to individual Indians or tribes. The government will delay collecting construction costs on Indian-owned land inside federal irrigation projects until Indian title ends, and any earlier uncollected construction assessments on those lands are canceled. The Secretary must report these changes to Congress within 60 calendar days after the fiscal year ends. The changes take effect only after Congress approves them, or automatically at the end of 90 calendar days if Congress does not act by concurrent resolution. The same rules apply to people who hold leases on Hawaiian home lands.
