The chapter gives short meanings for key words used later. Closure or close means stopping work at open dumps on Indian or Alaska Native land and making them meet federal rules or stricter tribal or Alaska Native standards. Director means the Director of the Indian Health Service. Indian land means reservation land, dependent Indian communities, and Indian allotments with unextinguished Indian title, including rights-of-way. Alaska Native land means land given under the Alaska Native Claims Settlement Act (including reconveyances under section 14(c)(3), 43 U.S.C. 1613(c)(3)) or land given under the Fur Seal Act of November 2, 1966 (16 U.S.C. 1151 et seq.). Indian tribal government means a governing body of an Indian tribe or similar group recognized for federal Indian programs. Alaska Native entity includes ANCSA native corporations and Alaska Native villages or municipal owners of Native land. Open dump means a place that disposes solid waste but is not a sanitary landfill meeting the criteria of section 4004 of the Solid Waste Disposal Act (42 U.S.C. 6944) and is not a hazardous waste facility. Postclosure maintenance means work done after a dump is closed to keep containment, monitor compliance, or fix violations of subtitle D rules. Service means the Indian Health Service. Solid waste has the meaning given in section 1004(27) of the Solid Waste Disposal Act (42 U.S.C. 6903) and its regulations.
