Tribes getting grants must agree that the Secretary can replace their tribally designated housing entity (the group that gets and manages the grant) in certain cases. The Secretary may do this only after a formal decision on the record, after giving the tribe a chance for a hearing, and finding a pattern of repeated serious or intentional failures to follow the program rules. The replacement must be an entity both the Secretary and tribe agree on. If they do not agree within 60 days, the Secretary will serve as the temporary recipient until a date the Secretary sets or until specific conditions listed in a written notice are met.
