The Secretary can give grants, as Congress allows in spending bills, to an Indian tribe or its housing group that issues notes or other obligations backed by this part of the law. Those grants can cover up to 30% of the net interest cost, including fees the Secretary’s rules allow. If Congress provides money, the Secretary can also help pay some or all of the amount borrowed and the interest on those notes when the issuer cannot pay because of extreme hardship beyond its control.
