The Secretary may promise to guarantee loans and similar debts under this program up to $400,000,000 for each year from 2009 through 2013, if there are qualified applicants, eligible projects, and Congress approves the money. Congress may provide whatever sums are needed to cover the costs of those guarantees for each of those years. The total amount guaranteed at any one time cannot be more than $2,000,000,000 unless Congress allows a higher limit. The Secretary must watch how Indian tribes use these guarantees. If half of the total guarantee authority has been committed, the Secretary can either limit any one tribe to $50,000,000 in guarantees in a fiscal year or ask Congress to raise the overall cap.
