Requires the Director to create written rules for rents and homebuyer payments on housing paid for with these grants, including how those amounts are set. For any low-income family living in such a unit, the monthly rent or homebuyer payment cannot be more than 30 percent of that family’s monthly adjusted income. Requires the Director to set aside grant money for ongoing operation and upkeep under section 4229, and it does not stop demolition or disposal if allowed by the Secretary’s rules. The Director must also require adequate insurance and make written policies for who can live there, how people are admitted, and how the housing is managed and maintained.
