Each fiscal year, the Director must review how the Department carried out the housing plan filed under section 4223 and send a report to the Secretary in a form the Secretary accepts. The report must explain how grant money given to the Department of Hawaiian Home Lands was used that year, how that use matches the plan’s goals, what the Department accomplished, and how the Department would change the housing plan because of what it learned. The Director must make the report public to beneficiaries of the Hawaiian Homes Commission Act, 1920 (42 Stat. 108 et seq.) and allow enough time for them to comment before sending it to the Secretary. The report must include a short summary of any beneficiary comments. The Secretary sets the deadline, reviews each report, and may give recommendations to help meet the goals of this part of the law.
