Allows the Interior Secretary, under rules he makes, to buy, swap, or accept land interests including water and surface rights inside a reservation to consolidate Indian and non‑Indian land. Exchanges must be equal in value, count improvements, and cover tribal, trust, or restricted allotments whether living or dead.
