Title 25 › Chapter CHAPTER 45A— - OKLAHOMA INDIAN WELFARE › § 5204
The Secretary of the Interior can give a charter to any group of ten or more Indians (shown on official tribal rolls), descendants of those enrolled members, or people covered by the Act of June 18, 1934, who live near each other in Oklahoma. The charter lets them form a local cooperative to handle credit, production, marketing, consumer protection, or land management. The cooperatives must follow the rules in this chapter, the Secretary’s regulations, and their charters. If something is not covered there, Oklahoma law applies when it fits. Each member gets only one vote, and membership is open to all Indians living in the district.
