Starting November 29, 1999, money the Department of the Interior has for supporting Indian self-determination or self-governance may only pay costs that are directly tied to contracts, grants, or compacts made under the Indian Self-Determination Act of 1975. Also, from that date, funds provided in this title cannot be used to pay contract support or indirect costs for any agreement (such as contracts, grants, cooperative agreements, self‑governance compacts, or other funding deals) between an Indian tribe or tribal organization and anyone other than an agency of the Department of the Interior.
