The Secretary must create rules to carry out this subchapter and follow a set timetable starting from January 4, 1975. Within 6 months the Secretary must, as far as possible, consult national and regional Indian groups with experience in Indian education to help draft the rules. Within 7 months the proposed rules must be shown to the Senate and House Committees on Interior and Insular Affairs. Within 8 months the proposed rules must be published in the Federal Register so people can comment. Within 10 months the Secretary must issue the final rules. The Secretary may change those rules later. Before any change, the Secretary must, when possible, consult the same national and regional Indian groups and must publish the proposed changes in the Federal Register at least 60 days before the changes take effect so people can give input.
