For the 5-year period after the Foundation is set up, the Secretary can provide staff, space, and other administrative help, give startup money, and pay Board members’ travel. The Secretary must require the Foundation to repay those costs. Repayments must be deposited in the Treasury of the United States and credited to the applicable appropriations account, and they must cover the actual cost of the services and travel. After the 5 years, the Secretary may keep giving facilities and needed support if they are available and the Foundation pays the costs.
