For the first 5 years after the Foundation starts, the Secretary can give staff, space, and other administrative help to the Foundation. The Secretary can also provide money to cover travel costs for the Board members named in section 5421. The Foundation must pay back the government for any help or travel money it gets. When the Foundation repays those amounts, the money goes into the U.S. Treasury and is credited to the same government accounts that paid the costs. After the 5 years, the Secretary may still provide space and needed support if space is available and the Foundation pays the reimbursable cost.
