Business incubator means an organization that gives workspace, equipment, and services to help new or growing businesses, like help getting capital, training and counseling, networking, mentoring, and other business support. Other terms: Eligible applicant — someone who can apply for a grant under section 5803(b) of this title. Indian tribe — as defined in section 5304 of this title. Institution of higher education — as defined in section 1001 of title 20. Native American/Native — same as "Indian" in section 5304. Native business — at least 51-percent owned and controlled by one or more Native Americans. Native entrepreneur — a Native American entrepreneur. Program — the program created under section 5803(a) of this title. Reservation — as defined in section 1452 of this title. Secretary — the Secretary of the Interior. Tribal college or university — as defined in section 1059c(b) of title 20.
