Each spring the Commissioner of Indian Affairs may seek bids and sign contracts for supplies needed in the coming fiscal year, even if Congress has not yet appropriated the funds. The Secretary of the Interior must approve the contracts, they must use the prior fiscal year's appropriation levels, and they must state that no deliveries will be required and the United States will not be liable if Congress does not fund that year.
