Requires corporations to start with the net income or loss shown on their official financial statement for the tax year and then make specific changes so that number matches tax rules. Adjustments cover things like reporting for periods that do not match the tax year, group and consolidated reporting, how to treat subsidiaries, partnerships, controlled foreign corporations, foreign and federal taxes shown on the financial statement, income from disregarded entities, cooperative patronage amounts, certain Alaska Native Act items, amounts treated as payments against tax under elections in sections 48D(d) or 6417, mortgage servicing income timing, retirement and other post-employment benefit plans, and how depreciation, depletion, amortization, and qualified wireless spectrum are counted. The Secretary of the Treasury will issue rules to prevent omissions or double counting and to make the financial statement amounts line up with ordinary tax rules and special rules for reorganizations and partnerships. Definitions (one line each): adjusted financial statement income — the taxpayer’s financial-statement net income or loss for the year after the required changes; applicable financial statement — the financial statement that applies to the taxable year (as defined by section 451(b)(3) or Treasury guidance). Also, adjusted financial statement income is reduced by the lesser of the total financial-statement net operating loss carryovers or 80 percent of the adjusted income (the financial-statement net operating loss is a loss shown on applicable financial statements for years ending after December 31, 2019). The Secretary must provide rules and guidance to carry out these provisions.
