After each presidential election, the Commission must send a full report to the Senate and the House. The report must list the qualified campaign expenses by party and their authorized committees, show the amounts the Commission certified for payment under section 9005 to eligible candidates, and show any payments required from candidates under section 9007 with the reasons for each. The Commission may make rules, carry out audits and other exams (including ones beyond those in section 9007(a)), do investigations, and require books and records as needed to do its job. Before making a rule, the Commission must send the proposed rule and a detailed explanation to both Houses. If neither House disapproves within 30 legislative days after receipt, the Commission may adopt the rule; if either House disapproves, it may not. Legislative days: excludes days when both Houses are not in session. Rule or regulation: a single separable rule of law or related set of provisions stating that rule.
