The Secretary must keep a separate Presidential Primary Matching Payment Account inside the Presidential Election Campaign Fund under section 9006(a). Money is put into that account for candidates who qualify under section 9033 only after amounts for payments under sections 9006(c) and 9008(i)(2) are set aside. When the Commission certifies an amount under section 9036, and not before the matching payment period begins, the Secretary must quickly send the certified amount from that account to the candidate. If candidates from the same party get payments, the Secretary must try to split the funds fairly and consider the order certifications were received.
